Zoning Analysis & Development Feasibility
Know what you can build before you design or make an offer. Written memo with maps, code citations, and permit pathway — scoped to your project.

Astoria sits at the mouth of the Columbia River — Oregon's most complex regulatory estuary. Virtually every parcel within a half-mile of the waterfront intersects with Oregon DSL jurisdiction, DLCD Goal 17 Coastal Shorelands, or the FEMA floodplain. On the Columbia, wetland buffers and Army Corps Section 10 navigation channel setbacks compound city zoning requirements before a single building permit application is filed.
Clatsop County's Land Development Code adds overlay layers that don't appear in city zoning maps: riparian corridors along Young's Bay and Lewis and Clark River tributaries, and the Columbia River Estuary coastal management area boundary. Within the city, Astoria's Design Review Commission reviews project design in the Gateway, Uniontown, and Riverfront Overlay Areas, and its approval is often a prerequisite to a building permit for commercial and mixed-use projects.
Mamook LLC knows the Clatsop County planning department and the City of Astoria permitting office. We map the approval sequence before you commit resources — so you know which agency reviews first, what the discretionary triggers are, and whether your project requires a pre-application conference before submitting.
Oregon coastal development requires coordination across multiple agencies. We manage the process from zoning analysis through final permit.
