Community Planning &
Municipal Consulting

Expert planning capacity — code reviews, comprehensive plan updates, middle housing implementation — without adding a full-time hire to your municipal budget.

The Problem

Budget reductions and state mandates do not pause while your planning department is understaffed.

Coastal Oregon communities face a combination of contracting planning budgets, state-mandated code updates (middle housing, NFIP-ESA integration, Goal 17/18 compliance), and regulatory backlog that existing staff cannot address independently.

Contract planning support provides credentialed expertise precisely when and where you need it — without the overhead of a full-time hire and without the six-month onboarding curve of a generalist consultant unfamiliar with Oregon coastal land use law.

How It Works

From Mandate to Adopted Ordinance

  1. Project Scoping Call

We review the ordinance, comprehensive plan requirement, or state mandate driving the work — and define deliverables, timeline, and scope in writing before anything starts.

  2. Research & Analysis

Code review, peer jurisdiction comparison, DLCD and LCDC guidance review, and stakeholder mapping. We identify the compliance pathway, flag discretionary risk, and document the regulatory record.

  3. Draft Deliverable

Ordinance language, plan amendment text, analysis memo, or public engagement materials — prepared for staff review, public comment, or governing body consideration. Delivered in formats compatible with your jurisdiction's document standards.

  4. Adoption Support

We attend planning commission and council hearings, respond to public comment on the record, and prepare final revised documents through adoption. Available for post-adoption DLCD acknowledgment submittals.
