Cannon Beach may be Oregon's most aesthetically scrutinized coastal city — and one of its most regulatory complex. Almost every parcel in the city sits within or adjacent to a DLCD Goal 18 (Beaches and Dunes) resource area. That means any development that disturbs beach or dune vegetation, alters natural drainage, or places fill on unconsolidated sand requires goal exception findings or is outright prohibited under the city's acknowledged comprehensive plan.
The Haystack Rock Marine Garden restricts climbing, wildlife disturbance, and marine-life collection within the rock and refuge area — the Oregon Department of Fish and Wildlife designates the marine garden, the U.S. Fish and Wildlife Service manages the rock above mean high water as part of the Oregon Islands National Wildlife Refuge, and Oregon Parks and Recreation Department manages the adjoining beach and intertidal area. Vacation rental conversion, ADU additions, and short-term rental licensing have generated significant planning commission precedent in recent years — the regulatory record is nuanced in ways that aren't visible in a basic code search.
Cannon Beach also has one of the most active Design Review Boards on the Oregon Coast, with a strong preference for natural materials, low-contrast colors, and building massing that doesn't interrupt sight lines from Ecola State Park. Commercial and multi-unit projects typically require pre-application coordination with planning staff before formal submittal.
Oregon coastal development requires coordination across multiple agencies. We manage the process from zoning analysis through final permit.
