DSL Mitigation
Monitoring Coordination

For landowners and developers who hold an active DSL permit with monitoring conditions. We manage your annual reporting cycle so you do not miss a filing deadline.

The Problem

Most permit holders are unaware that DSL monitoring conditions exist until a compliance letter arrives.

When Oregon DSL issues a removal-fill permit with wetland mitigation requirements, the permit typically includes monitoring conditions: annual field assessments, success criteria check-ins, photo documentation, and written reports submitted to DSL — usually for 3 to 5 years post-construction. These are real obligations with real deadlines. Missing a monitoring year creates a compliance record that is costly and time-consuming to correct.

Most permit holders — developers who have moved on to subsequent projects, landowners who completed coastal construction years ago, HOAs with wetland buffer easements — lack the time or regulatory knowledge to manage this themselves. That is what this service exists to address.

What's Included

We Manage Your Monitoring Calendar. You Move Forward.

Engagement begins with a one-time setup that extracts your permit obligations and constructs a monitoring calendar. From there, we coordinate each annual cycle — scheduling, field visits, report preparation, and DSL submission — without requiring you to track deadlines.

Setup — One-Time

  • Review your DSL permit conditions and extract all monitoring obligations
  • Identify success criteria, reporting deadlines, and DSL project manager contact
  • Identify and contract a licensed Professional Wetland Scientist (PWS) for annual field monitoring
  • Build a monitoring schedule calendar for the remaining permit term
  • Set up project folder and agency tracking matrix

Annual Monitoring Report — Per Year

  • Coordinate annual field monitoring visit with licensed PWS
  • Review monitoring data, photos, and vegetation transect results
  • Prepare annual DSL monitoring report: as-built comparison, success criteria evaluation, photo documentation, adaptive management summary
  • Submit report to DSL via ePermitting portal
  • Log submission confirmation and DSL response

What We Coordinate

  • Mamook coordination + report preparation
  • Licensed PWS field monitoring — subcontracted, site-dependent
  • Scoped at engagement based on site size, access, and permit term remaining

Who Needs This

Landowners who received a DSL standard permit with mitigation conditions. Developers who completed a coastal project and have ongoing monitoring obligations. HOAs with wetland buffer easements that require periodic condition documentation. Anyone who has received a DSL compliance inquiry about missed monitoring reports and needs to get back into good standing.

Process

How It Works

Four steps. We manage the annual cycle from there.

01

Submit Permit Number

Provide your DSL permit number and permit issue date. We pull the permit conditions from the DSL ePermitting portal and confirm monitoring scope within 2 business days.

02

Setup & Calendar Build

We extract all monitoring obligations, identify your DSL project manager, contract a licensed PWS, and build your compliance calendar for the remaining permit term.

03

Annual Field Coordination

Each year, we schedule and coordinate the PWS field visit, review results, and prepare the annual monitoring report covering success criteria, photo documentation, and any adaptive management needed.

04

DSL Submission

We submit the annual report to DSL via ePermitting portal, log the confirmation, and track the DSL response. You receive a copy. No deadlines slip.
